Step by Step:
Step 0: Go through the Pre-requisites
Step 1: Login into Azure Portal, then Navigate to your Azure SQL database
Step 2: Just make a note of Pricing Tier highlighed below, in this case we have basic plan
Step 3: Now change the Pricing Tier to Higher plan, in this case we select “STANDARD PLAN”, then adjust the DTUs & Data Size as required, then Click on “Apply”
Step 4: Here the Plan is updated means Scaled UP, you can use the same steps to Scale DOWN the pricing tier
